Responsible for analysing, designing, recommending, implementing and evaluating software

solutions within the Department to improve the productivity and efficiency of the organization.

1. INTERACTS extensively with external and internal clients and confers with relevant

professional and technical personnel within the Ministry on an ongoing basis to identify

operational needs and gathers system requirements.

2. STUDIES and analyses client’s existing operations and data handling procedures to

critically understand business processes and design data processing systems that produce

accurate information and reports.

3. TRANSLATES client requirements into detailed technical specifications to guide system

design and development.

4. CONDUCTS cost-benefit analyses of proposed systems to determine their advantages

and inform management decision-making.

5. DEVELOPS project feasibility reports to inform management decision-making on

proposed system solutions.

6. DESIGNS system flow charts and prepares design specifications for use by Technicians

to guide system development.

7. DETERMINES potential software solutions and tests them against technical and

business compatibility standards prior to implementation to ensure alignment with

organizational needs.

8. PLANS testing schedules and prepares test programs to ensure the timely and orderly

completion of implementation phases.

9. EVALUATES the results of system tests and makes appropriate adjustments to correct

deficiencies and improve performance.

10. PRESENTS and defends proposals to clients to secure approval for recommended system

solutions.

11. ENSURES the proper implementation of new systems to safeguard operational continuity

and minimize disruption during transition.

12. RECOMMENDS the most efficient and cost-effective software solutions and monitors

computer program development on an ongoing basis to ensure the efficient functioning

and maintenance of the system.

13. TRAINS computer operators and other data processing staff; prepares instruction

manuals and technical documentation to support competent use and ongoing system

maintenance.

14. COLLABORATES closely with management on an ongoing basis to prioritize business

goals and information needs in alignment with organizational objectives.

Bachelor’s Degree in Information Systems, or Computer Science or related field.


At least five (5) years’ experience in Systems Analyst techniques or work experience with

the field of Information Technology.

Strong understanding of the software development life cycle, database architecture and

design, and relevant programming languages, with the ability to interpret technical

specifications and code according to published standards. Sound project management skills

with the ability to prioritize and execute tasks under pressure while maintaining a thorough,

detail-oriented approach. Excellent written, oral, and interpersonal communication skills,

strong customer service orientation, and the ability to work collaboratively in a teamoriented

environment. Highly organized, self-motivated, and ethical, with sound research

skills and a commitment to keeping abreast of technical sector developments in the industry.

The Systems Analyst will report to the Deputy Registrar.

Government Pay Scale 21 of $39,821 x 1718- $72,463 per annum.
