Responsible for the management, coordination and oversight of Elections Preparation and Administration, including the supervision of Elections and Boundaries supervisors, and ensuring the effective implementation of all phases of the electoral process in accordance with the Representation of the People Act (ROPA) and other laws, policies, procedures and guidelines, under the direction of the Chief Elections Officer.

1.          SUPERVISES Elections and Boundaries Supervisors and monitors the performance of district operations to ensure the effective administration of voter registration and electoral activities across all districts.

2.                  COORDINATES the implementation of elections preparation and administration activities, including voter registration, voter identification, and the conduct of General, Municipal and Village Council Elections, By-elections and Referenda, in accordance                    with the Representation of the People Act (ROPA) and other relevant laws.

3.                  MONITORS and evaluates the execution of electoral processes to ensure compliance with established policies, procedures and standards, and recommends operational improvements where necessary.

4.                  ASSISTS in the development and implementation of operational plans and programmes and provide support to the Chief Elections Officer in the formulation, review and implementation of policies, procedures and practices.

5.                   SUPPORTS the preparation of the annual budget and monitors resource utilization to ensure efficient and effective execution of electoral activities and the day-to-day management of district offices.

           6.                   COORDINATES and oversees the delivery of training programmes for electoral staff, including Supervisors and other staff, to ensure readiness and adherence to established procedures.

7.                   SUPPORTS the implementation of voter education and public awareness programmes and liaises with supervisors and stakeholders to promote informed participation and ensure consistency in the delivery of electoral services across all districts.

8.                   ASSISTS the Chief Elections Officer in the planning and execution of elections, referenda and other electoral activities.

9.                   EVALUATES the performance of staff and ensures adherence to established performance standards and objectives.

10.               COORDINATES the development and implementation of operational schedules and logistical arrangements for electoral activities and ensures timely and efficient execution across all districts.

11.               ENSURES that all resources and electoral materials, equipment and resources are distributed, managed and used effectively in support of district operations.

12.               MONITORS risks and operational challenges of electoral activities and recommends appropriate corrective actions to maintain the integrity and continuity of the electoral process.

            13.        DEPUTIZES for the Chief Elections Officer, as required, including representing the Department and supporting the functions of the Elections and Boundaries Commission
Recognized Master's Degree in Management Studies. Business Administration Political Science. Public Policy Public Administration or related field. Paralegal training would be an asset.

Plus

Specialized training in election management- and administration. interpretation. and application of Electoral Laws. such as Representation of the People Act (ROPA) and all other Laws governing the department and the Public Service. the Belize Constitution. Proficient use of computer applications for database management, geographic information systems. word processing, spreadsheet development and related.

At least eight (8) years' experience working progressively in the administration of electoral systems pertaining to an electorate of approximately 100,000 or more. including at least three (3) years in a position of responsible charge. 

Demonstrated experience in supervising and managing professional staff, strong communication, writing, analytical, managerial, and supervisory skills, and proficiency in the use of computer applications. Proven ability to work effectively in teams, develop work plans. prepare reports. and deliver public presentations.

The Assistant Chief Elections Officer will report to the Chief Elections Officer, Ministry of Immigration, Governance and Labour
The Conditions of service will be in accordance with the Belize Constitution (Public Service) Regulations, 2014, Financial and Store Orders, Finance and Audit (Reform) Act and any other instructions issued from time to time.
Government Pay Scale 23 of $42,443 x 1,718 - $75,085 per annum
